 Previously Permitted project updates:

Loaves and Fishes – A formal request to modify their previously approved plan (to eliminate the retaining wall on the east side of the parking lot).  The slope was graded and stabilized with a conservation seed mix and hay mulch.  Staff inspected the area on July 26, 2007 and the vegetation has provided a good consistent cover and appears to be stabilizing the slope well.  Subsequently, the Director approved the modification as minor in accordance with the request.  Loaves and Fishes is preparing to finish their landscaping for their facility at 234 Barnum Road.  Landscaping continues on-site to meet the original permit requirements.

One Jackson Place – The mylars were endorsed by the DEC at the June 7, 2007 meeting.  A building permit was subsequently issued for the interior renovations and to knock out the windows and work is progressing.  The base course of asphalt and the concrete sidewalks and curbing have been installed at the building entrance.  Landscape plantings are continuing to be installed throughout the spring and summer.  The low-impact development biofiltration landscape islands and grass-lined swales in the parking lot are rough-graded and the site is holding up relatively well from a temporary erosion and sediment control standpoint.  The applicant will need to continue to work with MassDevelopment to arrange for proper disposal of excess soil stockpiles being stored on the adjacent parcel.

Transitions Housing Demolition – Building demolition is complete.  Some slabs and concrete still on-site but are in the process of being removed by Charter Environmental Services.  Demolition contractor effectively worked around a number of mature trees and was able to preserve most of them intact.  Erosion controls remain in place and are functioning effectively. 

Systems H2O – No recent site activity.  Plans were finalized and mylars submitted for endorsement, however, several sheets were missing.  Staff has contacted the owner and engineer requesting the missing sheets prior to passing plans on to the DEC for endorsement. 

BMS  With the good weather, construction has been progressing at a very rapid rate.  All perimeter erosion controls and tree protection fencing are still in place and functioning well.  Staff regularly inspects the site and attends regular monthly construction meetings held by BMS at the site.  As of July 12, 2007:

LSCC Building – Foundation complete and structural steel erection is ¾ complete, slab is poured.

Central Utilities Building – Foundation and structural steel complete.

Lab/Office Building – Foundation complete.  Structural steel is progressing.

Warehouse Building – Foundation is 50% complete, structural steel to start in September.

Chemical Storage Building – Site prep. work complete, foundation pouring commenced.

Waste Water pre-Treatment Facility construction is expected to commence in September, once all conditions of approval are satisfied and building plans are approved.  Inspection reports are being submitted, dust control and stabilization measures are continually being addressed and the site is well contained and managed.  One section of silt fence and haybales near the electric substation needs to be replaced and the temporary stockpiles of contaminated material need to be re-covered.

Both of these items are to be addressed in the immediate future.  There is one minor area of erosion along the construction access road which staff suggested haybale check dams be installed to reduce erosion.  Wetland 4 is near the base of this slope and the haybales have been reinforced at the bottom but additional controls could be added to reduce the erosion at the source. Aside from these minor issues, the site appears to be in excellent condition given the level of activity occurring. 

Macnamarra C&D Recycling Facility– Building is virtually complete, along with landscaping and paving.  Staff provided the applicant with a list of outstanding items that required attention (minor erosion issues, lighting and landscaping, sign permit, minor building modifications).  Applicant hopes to be open for business before the end of August.

OTHER UPDATES:

Barnum Road Guilford/GMX Landscape Berm:  The landscape berm under construction by MassDevelopment along Barnum Road (to screen the Guilford/GMX inter-modal facility parking area) is currently exposed and has some on-going erosion problems.  Staff has been working with Devens Department of Public Works to ensure temporary stabilization measures are put in place until the berm can be permanently landscaped.  The GMX facility has had trash issues on and off-site that have clogged up their storm drains and as a result caused severe erosion on the berm.  Staff met with the facility manager to go over the property maintenance issues.  Since that time, the berm erosion has been fixed and some trash cleaned up on and off-site.  GMX, as part of their initial Unified Permit, is still required to implement a regular maintenance schedule to prevent this situation from occurring again.  Staff is currently following up on this requirement.

33 Andrews Parkway:  A portion of sidewalk that was part of the original site plan approval but was never installed was finally installed by the owner.  A bituminous sidewalk approximately 60 feet in length was completed, connecting Andrews Parkway and the side door to the Dec offices.

 

EcoStar Official Website Launch:  The official EcoStar website launched the first week of July.  The site contains a great deal of information about the program, member benefits, program activities and resources.  We just completed our first update to the website last week and are already working on a third update to keep the information, current, accurate and useful to existing members and prospective members.  Check it out at www.ecostardevens.com .

 

Presentation at International Society of Industrial Ecology (ISIE) International Conference on EcoStar Program:  Staff had previously presented an overview of the EcoStar program at the 2005 ISIE conference in Sweden.  At this year’s June conference in Toronto, staff provided attendees with an update on the progress of the program, highlighting Image Software as the first EcoStar Achiever, recycling programs at Devens, educational workshops, the Devens Eco-Efficiency Center, the EcoStar Exchange and the newly launched Eco-Star website.  The program was well-received by the audience and many are looking at it as a model for sustainable development and Eco-Industrial Parks around the world.

Salerno Circle Housing Demolition:  Demolition contract has been sent out by MassDevelopment Engineering and demolition is expected to commence soon.  Staff have reviewed and commented on the demolition plans from a planning and Board of Health standpoint and will ensure appropriate measures are carried forward throughout the process.

Sidewalk extension from Jackson Road to Loaves and Fishes along the south side of Barnum Road:  MassDevelopment is proposing a 6’ wide concrete sidewalk along this section of Barnum Road.  This project will require an NOI due to the proximity of the proposed sidewalk to the watercourse that connects Robbins Pond.  An application is expected shortly.
